Lawrence Simons (Simons) appeals from the November 5, 1991 order of the Court of Common Pleas of Philadelphia County which sustained the preliminary objections of the State Correction Institute at Cámp Hill (SCI-Camp Hill) raising a question of venue and transferred this action to the Court of Common Pleas of Cumberland County.
