Niagara Mohawk Power Corporation commenced this CPLR article 78 proceeding seeking judicial review of a decision of the Public Service Commission of the State of New York. The decision denied the petitioner’s request for a rehearing. The rehearing would be to review the terms and conditions of a contract the Public Service Commission had directed Niagara Mohawk Power Corporation to enter into with Shawmut Engineering Company, Inc.
