Plaintiff Kristopher Baumann, Chairman of the District of Columbia Fraternal Order of Police (“FOP”) and an Officer with the District of Columbia Metropolitan Police Department (“MPD”), brings this action against the District of Columbia, Chief of Police Cathy L.
