Plaintiffs brought this action seeking a declaratory judgment that sections of Chapter 18 of Title 24, Purdon’s Pa. Stat.Ann. and regulations adopted pursuant thereto are unconstitutional and requesting that defendants be enjoined from enforcing those sections and regu lations. Plaintiffs, each of whom has been convicted of a felony but had either completed sentence or been released on parole at the time this suit was commenced, represent a class consisting of “all citizens and bona fide residents of the Commonwealth of Pennsylvania who have…
