Plaintiff Trull Nursing Home, Inc. (“Trull”) is the operator of an intermediate-care nursing facility in Biddeford and a participant in the Maine Medical Assistance Program (“Medicaid”), operated by the Department of Human Services (“Department”) pursuant to 22 M.R.S.A. § 10 and ch. 855 (§§ 3172 etseq.) (1980 & Supp.1982-83). Medicaid pays for the provision of medical care to eligible indigent persons with both state and federal funds in accordance with title XIX of the Social Security Act, as amended, 42 U.S.C.A. eh. 7, subch.
