Defendant, a town of some 1,500 inhabitants, availing itself of the generous paternalism of the Federal Government, enlisted the aid of the Works Progress Administration, a Federal agency, hereafter referred to as the WPA, in its desire to have a system of gas lines installed throughout its limits. Eighteen miles of piping were laid.
