This case is before us on appeal from a judgment of the circuit court of Yazoo County affirming the validity of an ordinance adopted by the mayor and board of aldermen of the City of Yazoo City on March 10, 1952, providing for the issuance of $1,700,000.00 of revenue bonds of the city to be issued to raise funds for the *167purpose of improving the electric generating, transmission and distribution system of the city.
