Elmer L. Snow, a detective of the Prince George’s County Police Department, and Vincent Free, formerly Chief of the Prince George’s County Police Department, who are among the defendants in this proceeding, have each filed a motion for summary judgment in this proceeding brought by the plaintiff for adjudication of claims allegedly arising under 42 U.S.C. §§ 1983 and 1988.
