PRELIMINARY

This Circuit’s opinion is that the district court has a “responsibility to protect its own officers in such matters as fee disputes.” Cluett, Peabody & Co. v. CPC Acquisition Co., 863 F.2d 251, 256 (2d Cir.1988).
