Plaintiff, Raymond Lynch, sued defendant, Illinois State Toll Highway Authority (Authority), for personal injury damages. The Authority moved to transfer this matter to Du Page County pursuant to sections 2 — 103, 2 — 104, 2 — 106 and 2 — 107 of the Civil Practice Law (HI. Rev.
