Plaintiff Terri Casillas alleges that the New York State Commissioner of Health has deprived her of rights protected by the Constitution and federal law in denying her Medicaid coverage for surgeries and services necessary to treat her Gender Identity Disorder (“GID”). According to her complaint, “[i]n persons diagnosed with transsexualism or profound GID, sex reassignment surgery, along with hormoné therapy and real-life experience, is a treatment that has proven effective.” (ComplV 39.)
