Plaintiffs Dennis Fehrenbacher, Robert Fehrenbacher, Alan Powers, and Melvin Fulner (hereinafter collectively Owners) brought this action in the Vanderburgh Superior Court to compel the Common Council of the City of Evansville to grant a variance so that they could construct a car wash.
