This is an appeal from a denial of postconviction relief by the Superior Court. The defendant, Gerard T. Ouimette, was serving a term of ten years in prison after having been convicted of conspiracy to murder. After completing the requisite one-third of his sentence, he became eligible to apply for parole. General Laws 1956 (1969 Reenactment) §13-8-9. Subsequently, he made several applications for parole, all of which were denied by the Parole Board [hereinafter sometimes referred to as “the board”]. In denying parole on each occasion, the board gave brief reasons for its decisions.
