LEADBETTER, Judge.

Donald Harris (petitioner) has petitioned pro se for review of an order of the Department of Corrections (Department) assessing damages against him as a result of his involvement in the stabbing of another inmate while housed in one of the Commonwealth’s correctional institutions. In conjunction with his petition for review, petitioner filed a motion to proceed in forma pauperis and a motion requesting the appointment of counsel.
