Relator is the Secretary of State of the state of Louisiana. In this proceeding he applies to this court for a writ of certiorari issue commanding H. F. Brunot, judge of the Twenty-Second judicial district court for the parish of East Baton Rouge, to send up to it a certified copy of all the proceedings had in the case entitled “Joseph E. Le Blanc, Jr., v. John T. Michel, Secretary of State” (No. 1,723 of the docket of that court), and that after due proceedings it order a writ of prohibition, to issue forbidding said judge from granting an order of suspensive appeal in said suit No. 1,-723,…
