OPINION
TENNEY, District Judge.
This is an action brought by a shipowner, Ta Chi Navigation (Panama) Corp., S.A. (“Ta Chi”), for exoneration of its steamship S.S. EURYPYLUS under the Fire Statute of the United States, 46 U.S.C. § 182 (1976), or for limitation of damages under 46 U.S.C. § 183. Furthermore, the Carriage of Goods by Sea Act (“COGSA”), 46 U.S.C. §§ 1300 et seq., is also relevant since the bills of lading for the cargo incorporated that statute. The action arose out of an explosion and massive fire aboard S.S. EURYPYLUS on November 10, 1975 while the vessel was on the high seas…
