This is an action for a declaratory judgment brought by the plaintiff, Northern Assurance Company of America (“Northern”), against the defendants, Adam Rathbum and Westerly Community Credit Union (“Westerly”). Northern asserts admiralty and maritime jurisdiction pursuant to 28 U.S.C. § 1333.
