OHBA Corporation d/b/a Irishman’s Creek Apartments filed suit seeking a declaratory judgment and an injunction regarding the City of Carrollton’s enforcement of its housing code. OHBA alleges the City cited the property manager for violations of the housing code at the property without giving OHBA formal notice and an administrative appeal of the building inspector’s determination the property was substandard.
