This case is before us on appeal 2 by the State Ethics Commission (commission) from a declaratory judgment entered by a judge of the Superior Court pursuant to G. L. c. 231A, § 1, construing G. L. c. 268A, §§ 11 (a), 11 (c), 17 (a), and 17 (c). 3 General Laws c. 268A regulates the conduct of State, county, and municipal employees relating to the performance of their official duties.
