MEMORANDUM AND ORDER

This is a Motion of the Plaintiff to Direct Distribution of Proceeds of Judgment in accordance with the mandate of the United States Court of Appeals for the District of Columbia. It comes before the Court on Memoranda and Points and Authorities and on oral argument of counsel.
