On September 30, 1986, the half-clothed body of 16-year-old Tracy Parker was found by a horseback rider. She had been raped, murdered, and dumped in *837the brush by the side of a road. Tracy had been missing for more than 2 weeks before she was discovered.
Brian Keith Lord was convicted by a jury in the Kitsap County Superior Court of aggravated first degree murder. The jury found that there were not sufficient mitigating circumstances to warrant leniency, and Lord was sentenced to death.
