Lancaster County (County) petitions for review from an order of the Pennsylvania Labor Relations Board (Board) finding that it committed an unfair labor practice in violation of Sections 1201(a)(1) and (5) of the Public Employes Relations Act (PERA) 1 for failing to submit to binding arbitration those issues that the President Judge of the Court of Common Pleas of Lancaster County (Common Pleas Court) stated would interfere with the court’s right to hire, fire and direct personnel.
