LOKEN, Circuit Judge.

Banclnsure, a licensed Oklahoma insurance company, denied a claim by Highland Bank, a Minnesota corporation, under a Financial Institution Bond issued by Ban-clnsure to Highland Bank. In this diversity action, Banclnsure seeks a declaratory judgment that Highland Bank’s claim did not fall within the coverage terms of the Bond. Ruling on cross motions for summary judgment, the district court 1 granted summary judgment to Banclnsure.
