Reversing.

This appeal by the city of Irvine challenges the regularity of the proceedings resulting in a judgment in favor of the appellee for the sum of $2,376.40 with interest and costs.

The facts are these: The appellant, city of Irvine, is a municipal corporation of the fourth class and, as such, on November 12, 1924, pursuant to ordinances duly passed, allotted a contract for the improving and paving of certain of its streets to C.
