MEMORANDUM OPINION and ORDER

TURK, Chief Judge.

Plaintiff Michael Ransom brings this suit under 42 U.S.C. § 1983, asking that a three-judge court be convened pursuant to 28 U.S.C. §§ 2281 and 2284 to consider his constitutional challenges to certain Virginia statutes pursuant to which judgments are entered against convicted indigent criminal defendants for the expense of their court-appointed attorneys in state courts not of record.
