On December 21, 1981, the General Counsel of the National Labor Relations Board (“NLRB” or “the Board”) issued a complaint and notice of hearing charging The Washington Star Company ("the Star”) with violations of the National Labor Relations Act (“NLRA” or “the Act”). Trial was held on these charges before an Administrative Law Judge, which resulted in a finding that the Star had violated the Act. On March 21, 1983, the case was transferred to the Board.
