The sponsors of an initiative petition (petitioners) brought this action against the Attorney General seeking relief in the nature of mandamus2 and declaratory judgment after the Attorney General refused to certify two proposed amendments to the initiative petition (initiative) pursuant to *810art. 48, The Initiative, V, § 2, of the Amendments to the Constitution of the Commonwealth, as amended by art. 81, § 3, of the Amendments.
