This cause is before the court on consolidated appeals to review a judgment of the Circuit Court of Leon County validating State Building Revenue Bonds, Series L, in the principal amount of $10,000,000.00, proposed to be issued by the State Board *10of Administration and the Florida Development Commission to finance the construction of the so-called Capitol Center Project pursuant to the legislative directive of Chapter 65-262 and Chapter 65-385, Acts of 1965 (§§ 272.121-272.127, Fla.Stat. 1967, F.S.A.) and Senate Concurrent Resolution 438 adopted by the 1967 Legislature.…
