This is an appeal under the provisions of the Administrative Process Act, Va. Code § 9-6.14:1 et seq., from two final decisions and orders of the Virginia Alcoholic Beverage Control Board which revoked the mixed beverage and wine and beer on premises licenses of Steven Kenneth Branch, t/a Ivory’s Restaurant, in Richmond. Among the grounds relied on by the Board for such revocations were inadequate food sales, failure to keep complete, accurate, and separate records, filing a fraudulent report, concealing the sale or consumption of alcoholic beverages, paying for…
