LAMBERT, Chief Justice.
We have been called upon to decide whether non-lawyer “workers’ compensation specialists” in the Kentucky Department of Workers’ Claims may assist ill or injured workers in processing their claims and, if so, what type and degree of assistance the specialists may offer. To resolve this issue, we must first determine whether KRS 342.320(9) is a legislative trespass upon judicial authority, in violation of the separation of powers provisions of the Constitution of Kentucky.
