OPINION

ALDRICH, Senior Circuit Judge. *

These are two actions against the United States under the Federal Torts Claims Act, 28 U.S.C. § 2674, and the Suits in Admiralty Act, 46 U.S.C. §§ 741-752, alleging negligence on the part of the Coast Guard in delaying commencement, and in the ultimate conduct, of a search and rescue mission on the evening of Sunday, July 28, 1974 and the early morning hours of July 29, resulting in pain and suffering to plaintiff Alida Daley and pain and suffering and the wrongful death of her husband, James. By agreement the common issue of liability was tried first.…
