LANCE, Judge:

The appellant, Richard R. Doucette, appeals, through counsel, a June 1, 2015, Board of Veterans’ Appeals (Board) decision that, in part, denied entitlement to an initial compensable rating for his service-connected bilateral hearing loss.1 Record *367(R.) at 1-19. On July 18, 2016, this case was submitted to a panel for decision, and on August 3, 2016, the Court ordered the parties to file supplemental memoranda of law.
