MANION, Circuit Judge.
Clinton Krislov and Joan Sullivan were candidates in the March 1996 Illinois Democratic Party primary elections for the United States Senate and the seventh congressional district for the United States House of Representatives, respectively. They initially obtained the required number of signatures to be placed on the ballot. Supporters of other candidates, however, objected to some of the signatures because they were gathered by circulators who were not registered voters in Illinois or the seventh district, as required by Illinois law.
