In October of 1975, appellant purchased a tract of land in Chatham County. Thereafter, appellant built a home on the property. Prior to his purchase of the property, appellant allegedly had checked the zoning map of the appellee-Savannah Metropolitan Planning Commission (Commission) and ascertained that the property he planned to purchase, as well as the land adjacent thereto, was shown as being zoned residential.
