The University of South Dakota, Dr. Richard Bowen, its President, A. L. Schnell, Director of Resident Serv*777ices, and the Board of Regents of the State of South Dakota appeal from a decision of the district court declaring certain University housing regulations unconstitutional. The named plaintiffs, Gail Prostrollo and Lynn Severson, are students at the University of South Dakota.
