The City of Milwaukee (City) appeals the bankruptcy court’s final order granting judgment in favor of the appellees/plain-tiffs (hereinafter Chapter 13 debtors). In entering judgment, the bankruptcy court denied the City’s consolidated motions for summary judgment and granted the Chapter 13 debtors’ cross-motions for summary judgment in three adversary proceedings *918commenced by Rita Gillespie, Kevin Williams, as well as Judson and Therese Campbell.
