ORDER

Two decades ago the state of Illinois seized John Walliser’s home in order to clear space for a highway. Walliser has since filed eight lawsuits challenging his eviction and subsequent relocation; three of his cases have found their way to this court. Twice we have ruled that the doctrine of claim preclusion barred his argument that the Illinois Department of Transportation (“IDOT”) violated his due process rights. Walliser v.
