FINDINGS OF FACT AND CONCLUSIONS OF LAW ON CONTEMPT MOTION

BROTMAN, District Judge.

This matter is before the Court, on its own motion, for consideration of whether Defendants should be held in civil contempt of a settlement and related Court orders that were designed to remedy unconstitutional conditions at the Criminal Justice Complex and Annex in St. Thomas, U.S. Virgin Islands.
