This is an action brought by plaintiffs, citizens and taxpayers of the City of Atlanta, on behalf of themselves and all others similarly situated, against de fendants, the mayor and members of the Board of Aldermen of the City of Atlanta. Plaintiffs challenge the way in which defendants have utilized a portion of the funds received by the City pursuant to the “State and Local Fiscal Assistance Act of 1972”, popularly known as the Revenue Sharing Act.
