WEISBERGER, Chief Justice.
This case comes before us on a petition for certiorari filed on behalf of the State of Rhode Island, the Department of Corrections, and its director, seeking to review a partial summary judgment entered in the Superior Court on October 12, 1995. In essence the partial summary judgment held that the provisions of the Rhode Island Administrative Procedures Act, G.L.1956 chapter 35 of title 42, (APA or act), were applicable to judicial review of disciplinary and classification proceedings at the Adult Correctional Institutions.
