Proceeding pursuant to CPLR article 78 (transferred to this Court by order of the Supreme Court, entered in Albany County) *1368to review a determination of respondent which found petitioner guilty of violating certain prison disciplinary rules.

Petitioner, who is confined to a wheelchair, refused to comply with a correction officer’s directive to put his hands through the hatch in his cell door to allow the officer to remove his handcuffs..
