*1019This matter comes before the Court on Defendant United States of America's Motion (# 27) for Partial Summary Judgment.
For the reasons that follow, the Court GRANTS Defendant's Motion.
BACKGROUND
Plaintiff Rebecca Dikes as Personal Representative of the Estate of Shawn C. Dikes, her husband, brings this wrongful-death action pursuant to the Federal Tort Claims Act (FTCA), 28 U.S.C. § 1346(b)(1).
