MEMORANDUM OPINION AND ORDER

The United Mexican States has asked the United States of America through diplomatic channels to arrest and extradite Esteban Rios Sarellano, who is- accused of aggravated homicide in- the November 2003 death of Gonzalo Sifuentes Martinez. See Compl. (Doc. No. 1) ¶¶ 3-4, 6.
