GRISBAUM, Judge.

This is an appeal by the Louisiana Department of Public Safety and Corrections (the Department) from a judgment granting plaintiff-appellee a restricted driver’s license. We reverse.

ISSUES(1) Whether plaintiff is entitled to a restricted driver’s license, and(2) Whether this Court is empowered to decide the proper avenue for appealing a judgment involving the issuance of a restricted driver’s license.
