William Belitskus (Plaintiff) 1 appeals from an order of the Court of Common Pleas of McKean County that denied his motion for summary judgment and granted the cross motions filed by the current McKean County Commissioners, Lawrence Stratton, Jr., A1 Pingie and James M. Weaver, and the current McKean County Controller, Thomas E. Ball (collectively, Defendants).
