Before us here is the question of the validity of an order entered by the District Court requiring the exchange of “new” bonds for bonds of a Florida drainage district which had, more than three years before the present action was begun, been canceled by the court be low in a Composition Proceeding under Chapter IX of the Bankruptcy Act as amended (11 U.S.C.A. §§ 401-403).
