Introduction

This is a mandamus case which involves the procedure for management of a tax increment financing (TIF) project under the Real Property Tax Increment Allocation Redevelopment Act, Sections 99.800 to 99.865 RSMo. (2000) 1 (“the TIF Act”). St. Francois County (“the County 5 ’) appeals the trial court’s judgment granting the mandamus action filed by the Cities of Desloge, Bonne Terre, and Farmington (“the Cities”).
