This case involves the question of whether or not Utilities who were ordered to refund surcharges in State ex rel. Utility Consumers Council of Missouri, Etc. v. Public Service Commission et al., 585 S.W.2d 41 (Mo.banc 1979) should pay interest on such refunds from the date of collection. Pursuant to the remand by the Supreme Court to the Circuit Court, that court determined the amounts due by way of refund and the method of making such restitution.
