This writ of error brings up a judgment of the-Supreme Court dismissing a writ of certiorari. The writ of*567certiorari dismissed by the Supreme Court had been allowed for the purpose of bringing into that court for its review a petition presented, and the proceedings thereon had, under color of section 4 of the act of 1889.
