Stecher, J.), entered on or about March 21, 1988, which granted the petition pursuant to CPLR article 78 to the extent of remanding the matter for a hearing by respondent Triborough Bridge and Tunnel Authority, is unanimously reversed on the law, and the petition denied, without costs or disbursements.
